Suicide Prevention and Opioid Addiction Services (SOS)
The purpose of this notice of funding opportunity (NOFO) issued by the Virginia Department of Veterans Services/ Suicide Prevention and Opioid Addiction Services (DVS/SOS) is to solicit applications to establish awards for the provision of comprehensive suicide prevention and/or opioid addiction services for Service Members, Veterans, and their Families (SMVF) in the Commonwealth of Virginia. This notice is geared to a community-based grants program. Applicants may submit only one (1) response per agency.
The Virginia Department of Veterans Services (DVS) was directed to collaborate with state, local and community organizations, public and private institutions, and other service providers to develop programs to prevent suicide among service members, veterans and their families and address opiate addiction suffered by service members, veterans and their families.
DVS developed the Suicide Prevention and Opioid Addiction Services (SOS) Program in 2022 (initial program development research and partnership formation began in September of 2022) which provides technical assistance, outreach and training to Federal, State, and local partners and initiated a new community and research grant program to enhance prevention, intervention, and recovery services statewide.
The SOS grants portal uses a unique entity identifier (UEI) number and an Employer Identification Number (EIN). To request a UEI number use Sam.gov (https://sam.gov/content/entity-registration). You must first register at https://grants.dvs.virginia.gov/index.do to access the grants application.
Application Open Date: April 1, 2025 - Close Date/Deadline: May 31, 2025, 11:59 pm est.
Scope of Work - This Scope of Work must address suicide prevention and/or opioid addiction for SMVF in either of the following categories: Women Veterans, Homeless Veterans, Justice Involved, Caregiver Support, or Financial Stability/literacy.
Award Amounts: a maximum of $150,000 - for 1 year (optional 2nd year based upon meeting year 1 goals and availability of funding.
Who is eligible to apply: Any state, local, private, non-profit, for-profit, or sole proprietor business.
Applicants are strongly encouraged to join at least one of the two MS Teams Pre-Application Grant Writing Workshops.

• Member organizations will approach their work with the mindset that no veteran or military family will go unnoticed or unserved.
• Member organizations will connect with veterans and military families requesting services within 72 hours.
• Member organizations will attempt to connect three times by phone or email.
• Member organizations are committed to fiscal and governance transparency.
• Member organizations will actively participate in collaborative efforts.
• Member organizations will direct clients to supplementary service providers when their needs extend beyond the organization’s capabilities.
